How do I start looking/applying for colleges in England?

I am a junior in Tennessee. I have a 3.89 a 26 ACT score, and I am EXTREMELY involved with my school's extracurricular activities. I am in SGA, Beta, National Spanish Honor Society, TN State Exec Board, International Thespian Society Vice Pres, and many more. DO i realistically have a chance of getting into a university in England? and at an affordable price? This is my dream. Where should and how should I apply?
